PREAMBLE
In consonance with the guidelines issued by the UGC, viz, “UGC (Grievance Redressal) Regulations, 2012,” “UGC (Redress of Grievances of Students) Regulations, 2019 & 2023”, the Grievance Redressal Cell of Surendranath Law College was set up to address grievances of students related to various academic matters including examination, scholarship, fee concession and financial aid, and matters related to interactions with peers, teaching or non-teaching staff, amenities like drinking water, common room facilities, classroom, library, toilet facilities etc. The Committee deliberates on suggestions from students regarding any of the above and also resolves complaints related to discrimination on the ground of caste (SC, ST, OBC), gender, minority groups, differently-abled students, and cases of harassment, victimization of any student. The composition of the Grievance Redressal Cell is according to extant guidelines.
OBJECTIVE
The purpose of Grievance Redressal Policy is to set forth the procedures to be followed in receiving, handling and responding to any grievance against am individual/s or the /institute in respect of any matter mentioned herein above. To address the complaint/grievance; the Grievance Redressal Cell shall uphold the law of natural justice at all levels and shall give personal and patient hearing to the complainant. The students and staff (Teaching/Non-Teaching) being the main stakeholders in the college shall be given an accessible and impartial platform to place their grievances, whereby the college and the Grievance Redressal Cell on its part, shall invest its best endeavour to ensure transparency, fairness and non-discrimination in the various stages of the grievance redressal mechanism. To this effect, the Grievance Redressal Cell has been constituted in the College.
Grievance Receiving/Reporting Mechanisms:
The grievance reporting mechanism is available for teachers/non-teaching staff and students and they may lodge their complaints to the Grievance Redressal Cell with necessary documents, if any.
The grievance can be reported by using any of the following modes:
- Submission of complaint in person by approaching the Chairperson of the Cell.
- Submission of complaint in online mode at the website/college portal by using the login credentials and specifying the nature of grievances such as, examination related, discrimination and harassment, ragging, sexual harassment and any other general grievance.

- By dropping the grievance in the drop box / complaint box.
Display and Awareness of the Grievance Redressal Cell and the modes of grievance submission
The stakeholders (students/teachers/non-teaching staff) shall be made aware of the purpose, role and functions of the Grievance Redressal Cell. The Cell shall make arrangement for display of the existing grievance redressal mechanism and procedure thereto through appropriate poster and signages in the college premises. The modes of submitting the grievance shall be made known to the stakeholders by displaying the web address of the college grievance portal, related phone numbers and e-mail ID dedicated to receive grievances. The respective Committee (s)/ Cell (s) shall also make arrangements for awareness building programs on grievance redressal at regular intervals during the academic session.
Grievance Redressal Mechanism
After the receipt of the application from the aggrieved, the Chairman and Convenor of the Grievance Redressal Cell shall fix the date, time and venue of the meeting after having a discussion with the members. The meeting shall be scheduled within ten days of receipt of the application. All relevant documents shall be circulated as hard / soft copy to all the members on or before the date of the meeting. After fixing of the date of the meeting, a hard/ soft copy of the notice must be sent asking the applicant to be present in the meeting to convey his/her grievances before the Cell. The acknowledgement of notice/letter by the complainant would be placed on record. The Cell members are expected to deliberate upon the grievance of the applicant as per the rules laid down by the college.
Maintenance of records of grievance and reporting
The Grievance Redressal Cell shall preserve all records pertaining to grievance/complaint received and closure of the grievance.
Closure of grievance
The grievance shall be resolved and disposed of within a reasonable time frame from the date of the receipt of the complaint. The decision of the Grievance Cell shall be communicated in writing to the complainant with details of the resolution taken by the Cell along with reasons thereof recorded in writing.
ROLE AND DUTIES OF THE GRIEVANCE REDRESSAL CELL
- To inform students about the modes, methods and procedure of raising grievances.
- To ensure that the mechanism for receiving the complaint/grievance is accessible to students.
- To take cognizance of the complaints and scrutinize the nature of the grievance.
- To take necessary steps to conduct enquiries and provide redressal to the complainant in a speedy and effective manner.
- To ensure that the meeting for enquiry is scheduled within 10 days of receipt of the complaint.
- To ensure that all relevant papers containing details of the grievance is circulated as hard/ soft copy to all members on or before the date of the meeting.
- To ensure that after fixing the date of the meeting, a hard copy of the notice is sent to the applicant, who shall be required to be present in the meeting to convey his/her grievances before the Cell, and to ensure that the acknowledgement of receipt is placed on record.
- To deliberate upon the case and the grievance as per the rules laid down by the College.
- To communicate the decision of the Grievance Redressal Cell in writing to the applicant at the earliest.
- To ensure that the grievance is disposed of within a period of 90 days of its receipt.
