ANTI-RAGGING POLICY

PREAMBLE

In pursuant of the judgment of the Hon’ble Supreme Court of India dated 08.05.2009 in Civil Appeal No. 887/ 2009, the University Grants Commission has notified “Regulation on curbing the Menace of Ragging in Higher Education Institution, 2009”, published in the Gazette on 4th July, 2009 and made this regulation mandatory for all Higher Educational Institutions in the Country. Further the guidelines have been modified by UGC from time to time.

The Regulation made provisions for constitution of Anti-Ragging Cell, Anti-Ragging Squad, setting up of Anti-Ragging Cell and adequate publicity for these measures through various media platforms in the campus.

  1. In compliance with the UGC Regulation and its second Amendment regarding submission of undertaking by each student and every parent, an undertaking (online and/ or offline) has to be submitted mandatorily at the time of admission.
  2. The complete address and contact details of Nodal Officer related to Anti-ragging Committee should be updated in the website of the Institution.
  3. CCTV Cameras shall be installed at vital points of the institution premises.
  4. There should be regular interaction with students to increase sensitisation and awareness against ragging.
  5. Anti-Ragging workshops and seminars.
  6. Display of Anti-Ragging posters in the campus.
  7. Anti-Ragging warning in the college’s E-prospectus.

All these measures are required to be taken for early detection and prevention of incidents of ragging in the Institution. Accordingly, Surendranath Law College framed its Anti-Ragging Policy and Constituted the Anti-ragging Committee and Anti-ragging squad in the College and duly followed the regulations prescribed by U.G.C.


DEFINING RAGGING:

Ragging constitutes one or more of any of the following act:

  • Any conduct by any student or students whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness a fresher or any other student.
  • Indulging in rowdy or undisciplined activities by any student or students which causes or is likely to cause annoyance, hardship, physical or psychological harm or to raise fear or apprehension thereof in any fresher or any other student.
  • Asking any student to do any act which such student will not in the ordinary course do and which has the effect of causing or generating a sense of shame, or torment or embarrassment so as to adversely affect the physique or psyche of such fresher or any other student.
  • Any act by a senior student that prevents, disrupts or disturbs the regular academic activity of any other student or a fresher.
  • Exploiting the services of a fresher or any other student for completing the academic tasks assigned to an individual or a group of students.
  • Any act of financial extortion or forceful expenditure burden put on a fresher or any other student by students.
  • Any act of physical abuse including all variants of it: sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts, gestures, causing bodily harm or any other danger to health or person.
  • Any act or abuse by spoken words, emails, post, public insults which would also include deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to fresher or any other student.

  1. The Immediate Consequences According to the Level of Incident:
    • Expulsion from the college
    • Suspension from the classes.
  2. Allied Punishment for the Incidence of Ragging:
    • Entering the ragging incident on the Transfer Certificate/Migration Certificate of the students, which may adversely affect their career.
    • No placement assistance to students found guilty of ragging.
    • Filing of a complaint by the affected Student with the Police Authority (as per the Supreme Court’s Directive).
  3. Allied Punishment for the Incidence of Ragging:
    • The Anti-Ragging Committee will deal with all disciplinary matters. The Committee shall constantly monitor the behaviour of the students. All disciplinary matters will be placed before the Committee, which will hear the matter and report it to the Governing body which will take action according to the due process of law. The affected student is required to submit an anti-ragging affidavit as per the UGC notification. Continuous watch and vigil over ragging by College and the College will promptly deal with the incidents of ragging brought to its notice. The institution will summarily punish or reprimand the guilty student, either by itself or by following procedures, administrative or otherwise, by constituting a special Enquiry Committee and put forth its findings or recommendations before the competent authority to take a decision. Students are encouraged to report any incident of ragging witnessed or experienced by them to the College administrators, faculty, Anti-Ragging Committee and Grievance Redressal Cell or any other staff member with whom the student may feel comfortable. The College ensures the confidentiality of such a disclosure by the student.
  4. Precautionary Measures
    • Anti-ragging campaigns shall be done in the campus by postering in different places of the college premises reflecting “Ragging is Punishable”.
    • Phone numbers and web portal link (grievances) shall be provided in the posters for remotely lodging complaints.
    • Complaint boxes to be installed and maintained in the college premises for receiving any such complaint of ragging incident.
    • College installation of adequate numbers of CCTVs to prevent such incidents.
    • Declaration from every student in the form of Affidavit shall be collected at the time of admission.
    • Organization of Anti-Ragging awareness programs at regular intervals.
